UN, US Continue Shuttle Diplomacy
The UN-led peace process has remained stalled since a formal truce expired without extension last October, and has since been superseded by direct bilateral talks between Saudi Arabia and the Houthi group (Ansar Allah). Nevertheless, the UN and US special envoys have continued to actively consult with the respective belligerents. On August 9, UN Special Envoy for Yemen Hans Grundberg met with PLC chief Rashad al-Alimi in Riyadh along with other members of the PLC. In separate meetings, Grundberg spoke with Prime Minister Maeen Abdelmalek Saeed, Foreign Minister Ahmed bin Mubarak, and Saudi Ambassador to Yemen Mohammed al-Jaber. Across the globe, women share the burden of being largely excluded from decision-making bodies, but few are feeling it as acutely as Yemeni women. An almost decade-long war, coupled with a feminist, civil, and democratic experience that is yet unripe, and a strong patriarchal social system, have made it exceptionally hard for women to engage in public life. These factors, among others, have led Yemen to fall at the bottom of the list of countries with the worst gender gap indexes in the world, as reflected in the complete absence of women from parliament, government, and the ongoing peace negotiations. Saudi Arabia Announces US$1.2 Billion in New Financial Support
Long-waited financial support for the government finally materialized after it reached a dire fiscal situation in June and July. On August 1, Saudi Arabia announced it would support the internationally recognized government with a US$1.2 billion grant to finance the public budget and prop up the value of the Yemeni rial. Saudi Ambassador to Yemen Mohammed al-Jaber stated that the first batch of new funds would be released for use on August 2. The next day, the Central Bank of Yemen in Aden (CBY-Aden) announced that Saudi Arabia had deposited 1 billion Saudi Riyals (nearly US$267 million) into its account. Saudi-UAE Spat Comes to a Head in Hadramawt
The developing rift between Saudi Arabia and its coalition partner, the UAE, has come out into the open in recent weeks. The Wall Street Journal reported that Saudi Crown Prince and de facto ruler Mohammed bin Salman told journalists that the UAE had “stabbed them in the back,” and threatened to take direct action against its gulf rival. The deterioration of the relationship could have devastating consequences for Yemen. The Presidential Council’s Year of Failure

The May announcement by Aiderous al-Zubaidi, head of the Southern Transitional Council (STC), that two fellow members from the Presidential Leadership Council (PLC) will join the STC, was the final nail in the coffin for the council. The PLC’s eight-member body has been divided since its unnatural creation in April 2022, but this latest disruption to the delicate balance of power — three members now sharing STC interests — signals a rift the council cannot recover from. An Unfinished Deal: Yemen’s Prisoner Exchanges

Over the course of three days — April 14, 15, and 16 — 887 prisoners were exchanged among Yemen’s warring parties in a deal facilitated by the International Committee of the Red Cross (ICRC). Houthi forces released 706 detainees in exchange for 181 prisoners held by forces affiliated with the internationally recognized government and the Arab coalition. While most detainees were Yemeni nationals, the exchange also led to the release of 16 Saudi nationals and three Sudanese soldiers. ICRC planes transferred prisoners from six airports in Yemen and Saudi Arabia: Sana'a, Aden, Al-Makha, Tadaween (near Marib), and Abha and Riyadh in Saudi Arabia. Saudi Arabia Eases Import Restrictions at Yemeni Ports
The government-held port of Aden received the commercial ship Blue Nile on April 8, without it being subject to inspection by the Saudi-led coalition at Jeddah, a first since the expansion of the conflict in 2015. The arrival followed a statement released by Aden Governor Ahmed Hamed Lamlas on April 4, encouraging shipping companies to operate direct routes to the port of Aden and announcing several deregulation measures, including the suspension of container fees and action against illegal levies. Saudi-Houthi Talks Stall
April began with a flurry of activity in the ongoing bilateral talks between Riyadh and the armed Houthi movement, including a highly publicized visit by a Saudi-Omani delegation to Sana’a. But the month concluded without a signed agreement and uncertainty over the provisions of a deal. Saudi Arabia appears keen to conclude its disastrous military intervention in Yemen and is attempting to reposition itself as mediator rather than a primary party to the conflict. Mending the Saudi-Iranian Rift: A Prelude for a Chinese Role in Yemen?

Fighting Escalates on Multiple Fronts
March witnessed increased clashes on fronts across the country, with Houthi forces making gains in southern Marib and along the Al-Bayda-Shabwa border. Heavy fighting between Houthi and mainly Southern Transitional Council (STC) forces in Al-Dhalea claimed dozens of casualties. Southern Hudaydah continued to see clashes between the Houthis and the Joint Forces, during which Houthi forces carried out regular explosives-laden drone attacks. After weeks of little movement, the bilateral Saudi-Houthi talks appear to be headed toward agreement on a comprehensive ceasefire, though resolution of longstanding issues remains elusive. At month’s end, Saudi Arabia organized a meeting in Riyadh, framed officially as Presidential Leadership Council (PLC) President Rashad Al-Alimi summoning the leading figures of his government.
