Shipping to Yemen already incurs increased transport and logistics costs due to its designation as a “high risk” area. According to a 2021 UNDP assessment, war premiums, covering the potential loss or damage to vessels, resulted in insurance costs for shipping to the port of Aden port to be 15 times the regular rate. These additional insurance costs, totaling more than US$20 million per year, are ultimately borne by Yemeni consumers. The cyclone brought rainfall and severe flooding, destroyed homes and roads, cut off electricity and communication networks, and displaced thousands of families. According to the Yemen Red Crescent Society, over 35,000 households were impacted by the latest cyclone to hit Yemen. On August 9, UN Special Envoy for Yemen Hans Grundberg met with PLC chief Rashad al-Alimi in Riyadh along with other members of the PLC. The units operate directly under Al-Alimi, who, unlike most other members of the PLC, had no military forces of his own. So far, units have been deployed to Al-Dhalea, Abyan, and Lahj. There are also efforts to bring three Giants Brigades battalions commanded by Hamdi Shukri al-Subaihi under the Nation’s Shield umbrella. Despite the expiration of the truce, preparations surrounding the FSO Safer operation appeared to continue in early October. Although weather conditions improved compared to August, flooding and torrential rains continued to affect areas across the country in September, with several civilians killed in flooding or lightning storms.
